【摘要】:ThisInternationalStandardspecifiesutilizationguidelinestobeappliedwhenpreparingaircargopalletsforcarriageonboardciviltransportaircraft.Itidentifiesthevariousconcernstobetakenintoconsiderationtoensureflightsafety,andprovidesrecognizedindustrystandardmethodstoachieveit.Commercialrequirementsinordertoensureprotectionofthegoodscarriedmayalsobeaddressedwhereapplicable,butdonotconstitutethedocument'sprimarygoal.Itisintendedasaguidetowardstandardpractice,andissubjecttochangetokeeppacewithexperienceandtechnicaladvances.NOTEInallcountries,standinggovernmentregulationsapplytoaircargounitloaddevicesairworthiness,continuousairworthiness,andaircarriers(operators)certificationandoperations.ThisInternationalStandarddoesnot,underanycircumstance,supersedetherequirementsofapplicableregulationsortheaircraftmanufacturer'sauthorityapprovedweightandbalancemanual.ThisInternationalStandardisapplicabletoanycertifiedaircargopalletbuiltupfromeitherasingleoranumberofpiecesofcommercialcargo,intendedtobeloadedonlower,mainorupperdeckofaciviltransportaircraft,whetherafreighterorapassenger-carryingaircraft.Itsfieldofapplicationincludesallpalletspreparedwithingroundpremises,whetheratashipper'sfacilitiesoranairportcargowarehouse,includingthoseintendedtobeloadedintotheaircraftina"floating"position.Itsprovisionsmaynotentirelyapplyintheeventof"pre-embarked"pallets.Insuchacase,itisuptotheoperatortoidentifyandimplementtheapplicablecriteria.ThisInternationalStandardisnotintendedtoapplytoaircargopalletspreparedformilitarytransportaircraft,anddoesnottakeintoaccountanyspecificcriteriaformilitaryaircraft.Nothing,however,precludesitbeingusedforguidelinesinthiscase,itbeingthemilitaryoperator'sresponsibilitytoidentifyandimplementanyadditionalapplicablecriteria.
